Rossmoor 'State of the District' Speech Coming Tuesday

Alfred Coletta, district board president, is expected to adress construction projects and Rossmoor's economic health.

Think “State of the Union Address” but on a Rossmoor-scale.

Alfred Coletta, President of the Rossmoor Community Services District Board of Directors, is expected to touch on completed construction projects, Rossmoor’s economic health and potential 2013 hurdles.

“The year ahead looks promising, but not without challenges,” said Coletta in an early-released copy of his address. “Rossmoor remains an efficient and stable island, an oasis in the midst of surrounding economic uncertainty.”

In the address, Coletta will highlight completed local 2012 construction projects including the refurbishment of the Rossmoor Park basketball court and the installation of a new four-bay swing set in Rush Park

He's also expected to comment the community's financial position and describes Rossmoor as having a “balanced budget, a healthy reserve, a robust capital improvement plan and an enhanced recreation program.”

“Locally, the District once again received an unqualified audit for 2012, the highest rating possible,” Coletta said.

He will also highlight the study commissioned by the district which found that Rossmoor brings a net financial gain to the county of about $1.3 million, contrasting the $600,000 or $124,000 financial drain as listed by a state commission study.

Coletta comments will also highlight the continuing discussion on a proposal by Los Alamitos to annex the Rossmoor Shopping Center

“Although there is now an AG (Attorney General) Opinion which opines that an unincorporated area cannot be divided for purposes of annexation, it remains to be seen how the desire of Los Alamitos to annex the Rossmoor Shopping Center will evolve."
